Elsa Belteton O’Neil, passed in peace on April 27, 2020, with her family by her side in Knoxville, TN. Mrs. O’Neil was born November 15, 1958, in New Orleans, LA, to Carlos and Juana Belteton.She was married to her best friend, Steven O’Neil Sr. for 39 years. She was a devoted Wife, Mother, Grandmother, Daughter, and Sister. She treasured her children and embraced every moment with them. She especially loved being a Grandmother to her three beautiful girls and was a friend to all whose lives she touched. Elsa valued education for herself and her children. After her children were school age, she worked in a school system while furthering her own education. She was always supportive of her children’s educational endeavors and was proud of everything they did. She is preceded in death by her Mother Juana Belteton and Mother-in-Law Myrtle O’Neil. She is survived by her husband Steven M. O’Neil Sr., Daughter Shannon O’Neil Dow (Matt Dow), Daughter Melissa O’Neil Lane (Jimmy), Son Steven M. O’Neil Jr. (Cara Parker O’Neil), Granddaughters Ellah O’Neil, Eliana Lane, and Mya Lane, Sisters Olga Mounicou (Louis), Niece Tina Mounicou and Nephew Louis Mounicou, Olivia Monk (the late Bobby Monk), Nephews B.J. and C.J. Monk, Niece Amanda Monk, and many other beloved nieces, nephews, family, and friends. All whom loved her dearly will never forget her contagious smile, grace, and unconditional love and care she had for them. She will be dearly missed and forever in our hearts.
